Emergency expert warns of deadly 'wall of water' threat still looming in Texas

An emergency services expert and former FEMA external affairs officer explained the danger of the potential of another wall of water forming after a flash flood warning was issued for Central Texas.

“Rescue crews across Central Texas are now facing a new and fast-moving threat: a delayed surge of floodwater, often called a “wall of water,” Jason Pack, who is also a retired FBI special agent and current first responder, told Fox News Digital.

“Even with clear skies overhead, heavy rainfall upstream can send a powerful surge barreling downstream hours later,” he continued.

In the Hill Country’s narrow river valleys, Pack said that water concentrates and accelerates, flooding areas that had previously dried out.

“It can wipe out roads, isolate search teams, and trap residents who thought the danger had passed,” Pack said.

Pack said that this delayed flooding now puts both rescuers and potential survivors at risk.

“Teams working in previously safe zones may find themselves suddenly surrounded or cut off. Victims returning home or trying to move around might be caught off guard by rising water that wasn’t there minutes before,” Pack explained.

“The unpredictability of these secondary surges is why emergency officials are urging Texans to remain cautious, even after the rain stops. The water is still moving, and the threat is far from over.”

Kerr County Sheriff warns of additional 1-2 ft rise in Guadalupe River, Johnson Creek

The Kerr County Sheriff warned that the Guadalupe River and Johnson Creek could rise another one to two feet as rainfall continues in the area.

"There was additional rain in the upper Guadalupe basin this afternoon, leading to a rise in Johnson Creek," the sheriff's office shared in a Facebook update. "This water may lead to a rise of 1-2ft downstream when it enters the Guadalupe river in Ingram. Please be aware if you are near the Guadalupe River or Johnson Creek."

The sheriff's office also warned people to be careful about social media rumors and misinformation.

"Search and rescue operations continue, with a full response from local, state, and national first responders. We continue to have hundreds of officers, deputies, and support staff working every aspect of this emergency, along with air, water, K9, and other assets conducting search and rescue," the post also said.

Expert explains FEMA's coordination role in devastating Texas flooding

An emergency services expert and former FEMA external affairs officer explained how the organization would most likely get involved in the devastating Texas flooding.

“When major flooding strikes Texas, many people assume FEMA shows up with fire trucks, helicopters, and rescue boats. That’s not how FEMA works, and for good reason,” Jason Pack shared with Fox News Digital.

Pack, who is also a retired FBI special agent and current first responder, said “FEMA doesn’t directly own or operate those kinds of resources.”

“What FEMA has is the authority to coordinate across the entire federal government through something called a mission assignment. FEMA acts as the central hub and what the federal disaster declaration unlocks is speed, funding, and the ability to surge the right resources to the right place,” Pack explained.

Pack added that the federal disaster declaration President Trump signed on Sunday brings in more than just resources, it brings structure.

“Most importantly, it allows exhausted local crews to get help without delay, but even with federal coordination, the hardest work is still happening in the field,” Pack said. “It’s happening in muddy pastures, on flooded backroads, and along riverbanks where families were last seen. It’s happening in the form of dog handlers, paramedics, and firefighters who leave before sunrise and don’t stop until every building has been searched.”

Trump says he's planning to visit Texas amid 'once in 100 years' catastrophe

President Donald Trump spoke to the media on Sunday and said that he’s been in touch with Texas Gov. Greg Abbott and everyone in Texas on the ongoing rescue and recovery efforts.

“We've been in touch with Governor Abbott and very close to Governor Abbott. And, everybody in Texas. Kristi Noem is, as you know, been there and will continue to be there. And we're working very close with representatives from Texas,” Trump said.

“And it's a horrible thing that took place. Absolutely horrible. So we say, God bless all of the people that have gone through so much, and God bless the state of Texas. This incredible place,” he continued.

When asked if the federal government needed to hire back any meteorologists who were fired, Trump said what happened was unexpected.

“This was a thing that happened in seconds. Nobody expected it. Nobody saw it. Very talented people are there, and they didn't see it,” Trump explained. “It’s, I guess they said once in 100 years they've never seen anything like that. I mean, people are trying to blame the school. They're trying to blame the camps. It's just a horrible thing.”

Trump called the deadly flooding a “catastrophe.”

“I would just say this is a 100 year catastrophe, and it's just so horrible to watch,” Trump said.

Trump said he was also planning on visiting Texas, “probably on Friday.”

“We want to leave a little time. I would have done it today, but we'd just be on their way. Probably Friday,” Trump said.

Texas official warns of potential wall of water descending on area as rainfall continues

During a news conference, Texas officials shared that they had received “unconfirmed reports of another wall of water” forming.

“Another thing I'm getting right this minute during this press conference is reports of an additional wall of water coming down some of the creeks going into the forks,” Texas Division of Emergency Management Chief W. Nim Kidd said.

“And I want you to think about that for a second. If you're not from that area and you don't know the low water crossings, you could find yourself in a very dangerous situation,” he continued.

Kidd said they were “evacuating parts of the river right now because we're worried about another wall of water coming down in those areas.”

"This is the live updates that we're getting right now from the field is there are unconfirmed at this point reports of additional water coming in. And as the governor mentioned, there's rain still falling on the area," Kidd said.

"We've got DPS aircraft that are flying up to try to find this wall of water right now, and the people in the reported areas, again, unconfirmed, that are on our communication systems. We're asking them to get out of the water and out of the way so that we don't wind up having to do additional rescues."

After a Texas flood killed at least 32 people Friday, Department of Homeland Security (DHS) Secretary Kristi Noem addressed criticism about notification prior to the flood, saying the administration is working on updating the National Weather Service and NOAA's "neglected" and "ancient" systems.

Citing her time in Congress and as governor of South Dakota, Noem said that while the weather is difficult to predict, there have been instances when officials and citizens expressed the need for quicker warning and clearer notification before deadly weather.

"That is one of the reasons that, when President [Donald] Trump took office, he said he wanted to fix and is currently upgrading the technology," Noem said during a news conference with state officials Saturday afternoon.

"The National Weather Service has indicated that with that and the [National Oceanic and Atmospheric Administration] (NOAA), we needed to renew this ancient system that has been left in place with the federal government for many, many years."

Five deceased campers identified as death toll continues to rise after devastating Texas flood

Officials on Saturday confirmed over 50 people are dead in Central Texas and more than 27 young girls remain missing in Kerr County after a devastating flood swept through the region.

Five young girls who were staying at Camp Mystic, an all-girls private Christian retreat in Hunt, Texas, have been confirmed dead.

Anne Hunt confirmed to Fox News Digital that her daughter, Janie, was one of the campers killed in the flood. A Voice for the Voiceless, a nonprofit that advocates for "the missing, voiceless and crime victims," identified Renee Smajstrla as another deceased camper.

Family members identified best friends Lila Bonner and Eloise Peck as the most recent cabinmates found dead, according to a report from FOX 4 Dallas. They had both recently finished second grade at Bradfield Elementary.

A fifth camper has been confirmed to be deceased. However, her family asked that her name not be released.

Texas flood survivors share harrowing stories, search continues for those still missing

As officials continue to confirm deaths and search for those missing after the Texas Hill Country floods on Friday, locals have started to share stories of incredible acts of bravery and heroism amid a weekend of anguish.

Julian Ryan and his fiancé Christina Wilson were at their home in Ingram, when water began rushing through the doors.

As the water was quickly rising, Ryan, 27, punched through a window to get Wilson, their children, and his mother out of the flooded house, according to Houston outlet KHOU-11.

Wilson told the outlet the glass cut one of Ryan's arteries and his arm was badly injured. Calls to 911 went unanswered.

"By 6 (a.m.), he looked at me and the kids and my mother-in-law and said, ‘I’m sorry, I’m not going to make it. I love y’all,’" Wilson told KHOU-11.

Ryan is being remembered as a "true hero," who was dedicated to his family, according to a GoFundMe created for the family.
